Proposal of a Scrum Model for the ICT Directorate at the Universidad Técnica de Manabí
Abstract
In the context of the digital transformation affecting higher education institutions, agile methodologies offer alternatives to improve efficiency in the management of technological projects. This study aimed to explore the feasibility of implementing the Scrum framework within the Information and Communication Technologies (ICT) Directorate at the Universidad Técnica de Manabí, based on an analysis of perceptions, barriers, and opportunities, in order to guide the design of an initial implementation proposal adapted to its organizational context. The research was conducted using a mixed-methods approach, through surveys administered to technical and administrative staff and interviews with key officials from the Directorate. The findings show a strong willingness among team members to adopt new practices, along with technical and institutional conditions that enable the initiation of a methodological change process. Based on the diagnosis, an initial proposal is presented that adapts Scrum roles, artifacts, and events to the ICT Directorate’s context, including a progressive pilot implementation and initial training activities to address knowledge gaps. The proposal stands out for its relevance and feasibility, as it integrates agile management tools within a contextualized approach, aimed at strengthening the planning, execution, and monitoring of technological projects at UTM.
